Custom loop layout

I wondered if a custom loop layout is possible that takes into account whether someone has seen (or fully read an article) or their preferences for particular types of articles stored in additional ACF fields attached to a user? Ideally I would be able to add some logic to present the most relevant articles first based on several heuristics. Longer term, it would be nice to incorporate this functionality into a "feed" where various articles are dynamically suggested to visitors.
